Package refresh with "yast2 lan"

I'm curious: Is it necessary to do a package refresh when configuring a network device? This creates a bit of a catch-22 when one is not on the network and needs to configure a new wireless card. A lot of time-outs and "Skip refresh" button selections are necessitated (depending on the number of sources configured to refresh of course). Perhaps a bug? - Bruce
