Heh, your whole desktop is very dark. I found that OOo might autodetect the highcontrast mode.
Does it help you to disable the check box "Tools/Options/OpenOfifce.org/Accessibility/Automatically detect high contrast mode of operating system"?
Wohoo! That fixed it. Not in a million years would I have thought that disabling something under Accessibility would allow the icons to change. You nailed that one! I'll bet since I use a dark theme, that is tripping the high-contrast setting to always show the high-contrast icons. That needs fixing.
