That is a private repository under home. For such a fix to become official, the owner of that repo has to a) make a submit request to the update repo of a distribution (in this case openSUSE:12.1:Update:Test) and a) set the bugzilla entry relating to the bug to NEEDINFO maintenance@opensuse.org. After that it may need pinging maintenance to raise awareness.
Additional question: wouldn't it be a good idea to add some extra states to bugzilla for "bug is in internal testing", "bug got maintenance repository" (whatever that actually means), "bug is distributed".
Use openFATE to open a feature request for this.
opensuse it is kind of confusing up to frustrating to see a bug "closed fixed" and to not get an official update for it.
Closed fixed does not neccessarily mean fixed for that distribution! It may mean 'fixed for next release'. You have to read the bug comments to make shure.
