The contents of the directory are property of the relevant service for which a private /tmp namespace has been setup... when the service is stopped or considered "dead" the contents if any are garbage collected by systemd.

I never told you that fixing it is impossible, what I told you is that the changesets needed to match 13.1 behaviour are rather invasive and that I my personal opinion,the risks of patching this non-critical problem, that does not negatively affect the runtime of any service or application outweight the benefits.
