There's none available. Going to glibc 2.3 on an otherwise 2.2 based systems is risky and has its drawbacks (such as static binaries stoping to work). And as changing glibc is much more critical than compiling your own kernel, I'd very strongly recommend to grab the src.rpm for proftpd and recompile that via 'rpm -bb'. Thus you'll get a proftpd package that uses glibc 2.2.3. Alternatively wait for 8.2 which will most probably be based on glibc 2.3/2.3.X.
