I have resolved all the issues by installing a new kernel. Namely 5.1.9 from home:Nemton:Server . First I installed it and saw that the amdgpu blacklisting was now respected. I configured the fbdev driver and the problem did not happen. Second I removed the blacklisting and restored the amdgpu driver config in X11. The problem is still not happening. This is a bug in the default version of the kernel. I have now created a bug report at https://bugzilla.opensuse.org/show_bug.cgi?id=1138379 . I have found the following additional information:
- The problem is specifically with updating the content on the screen. If I switch Ctrl+Alt+F1 them immediately back Ctrl+Alt+F7. the results of my clicks/keypresses are all there.
- I am suspecting the amdgpu driver. I do not know how to switch from it in such a way that the amdgpu module stops loading. I even tried going hardcore and moving the /lib/modules/4.12.14-lp151.28.4-default/kernel.drivers/gpu/drm/amd/amdgpu directory away. But even after I do this and restart the system, the amdgpu module ends up loaded.
Unfortunately this problem makes the deployment unusable. Is there any way I can troubleshoot this and/or get rid of amdgpu?

It turned out that nm-applet was not the only thing that triggers major delays in icewm in my new installation.
Starting yast or vlc or firefox also leads to response becoming delayed by seconds and sometines minutes. Stopping the application does not help, only Ctrl+Alt+Backspace does. If I switcht to a virtual text terminal and run top, I see no significant CPU load.
xterm does not cause the issue. Nor does icem's built-in Help. Nor XScreenSaver preferences.
But I installed qt-creator - and it does cause the issue. So it's not just a gtk thing.
Then I tried a TWM session and the issue happened (with yast) in that session as well.
How do I troubleshoot this?
