In yast2 in the versions tab for glibc I see tick glibc-2.25-2.6 radio button selected glibc-2.22-4.9.1 radio button unselected glibc-2.22-4.6.3 etc So there does not seem to be a way of downgrading other than to downgrade two versions and then back up one.
