Which to me seems a bit redundant. If I set a higher priority then I expect it to be used over one with a lower priority. The odd thing is that when you press the 'switch' option, packages in that repo seem to get selected even if the repo has a lower priority. Which begs the question: do the priority settings really function anymore? They obviously are meant to interact with the 'switch' functionality. Is there a description of how they are meant to interact?
I think you forget about vendor stickiness. AFAIK zypper will ignore higher versions and priorities as long as those packages would imply a vendor change. If you want to change the vendor you have to explicitly install that package or use dup.
