Also, when PMTUD fails, another mechanism kicks in where it's assumed the failure is caused by a small MTU somewhere and so the MTU is set smaller so that it works. You may be wondering about that 1500 byte limit on Ethernet. That only applies to 802.3, not Ethernet II, which IP uses.
