happened to me too. Apparently, the apcupsd package in hardware on OBS was rebuilt with the gui disabled, and somehow that also disabled building the USB driver.
Feel free to use the apcupsd package from my obs project in the meantime, that one works (but still has the deprecated GUI tool, too) . https://build.opensuse.org/package/show/home:lemmy04/apcupsd[1]

I would say so, but there's no "report bug" link on the OBS package that I had to fork...
