IMHO the update script has not been executed. Don't know why this had failed. Nevertheless become root and do /usr/lib/texmf/texconfig/update
Open a bugreport.
I'll close it without full description *how* this had happen. This because I'm not able to reproduce. Using zypper or YaST2 to install texlive packages this should not happen. Also using rpm without diabling install scripts and respecting the dependcies had worked here. Clearly I've used latest update of the TeXLive packages.
