Make a shell script that runs: sudo rpm -U $* (I suddenly don't remember if $* is the correct name for all parameters, but some of the other guys on the list should know.) Then setup sudo to allow the chosen user to run rpm. Finally tell KDE to run your script whenever that user clicks on an rpm file. Now we just need someone smart to make it just as easy to uninstall.
