At least above repo does have builds for Leap 15 already :) TW is still on 2.8, Leap 15 comes with 2.8 as well. AFAIK 2.10 is still considered unstable.
No, if it were unstable it would (still) be 2.9 or (already) 2.11. Even-numbered GIMP releases have always been the stable ones. Maybe not bug-free (what is, except for TeX maybe :D) but not 'unstable' FWIW, I've been using 2.9 already for quite some time now. No crashes, largest issue is missing compatibility for plugins.
