is in your /etc/pam.d/xdm (I have /etc/pam.d/wdm symlinked to /etc/pam.d/xdm). I have used wdm (before that xdm) for a number of years with no problems with permission.
Try to hibernate your computer by clicking on the applet or touching the hibernate button. The current wdm in 10.3 doesn't allow it (Bugzilla 341605, comment #24, no console kit support).
