Well, I'm not sure about the Linux kernel scheduler BUT the old mainframe scheduler for IBM's VM Operating System - ROCKED. (Comparable to VmWare and VirtualBox on the PC) Could it be applied - probably. VM had a three-tier scheduler that made a very good effort to level out processes.
