Vivaldi is a fork of Opera.
Neither that. It's initiated by the man behind the original opera (as you wrote), but shares code with neither the old opera nor the new one. It's built on chromium sources. The current development snapshot are a bit rough, they just upgraded to chromium 65.0, which brought quite some changes.
