[SLE] Using Apache as a Junkbuster / ad filter

I was using Apache as a proxy to filter out ads and replace them with the Apache logo on SuSE 6.4 (Apache 1.3.6, IIRC). On SuSE 7.0 mod_rewrite only seems to see URLs on the localhost. Accessing Internet content seems to bypass mod_rewrite (RewriteLogLevel 9 and rewrite rules aren't applied to non-local URLs). Any suggestions on what I am doing wrong?
