Sounds like https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=930665 Care to open openSUSE bug? It is apparently fixed in gpg.
If I add that line it works again:

So it is that new server (hkps://keys.openpgp.org) which fails.
