No, just type that line and press enter, in the console, as root. The variable is set for this command only, not saved to file, and not even for later commands.
startx /usr/bin/icewm -- :1
doesn't change anything and will use ice as wm
See https://bugzilla.opensuse.org/show_bug.cgi?id=929016#c6 for the authority for my suggestion to use 'WINDOWMANAGER=/usr/bin/icewm startx -- :1' rather than 'startx /usr/bin/icewm -- :1'.
I expect any difference in result between the two would be irrelevant or non-existant for purposes of OP's problem.
Thinking about comments in OP about using YaST to reconfigure windowmanager and displaymanager in /etc/sysconfig/, I wonder how OP decided it was appropriate to do so in the first place? Could it be the change to/from kdm or lightdm or sddm to another has broken systemd's dm or pam configuration?
