This pertains mostly to Panel icons. I don't know about desktop icons, because its 1995 any more and I refuse to allow any desktop icons. ;-)
You might as well not have a desktop!
I have some (not all that useful) widgets, and I have a panel with often used Apps and then the normal KDE menu (oldschool). My 4 desktops are covered with open applications most of the time, so icons on the desktop would be buried anyway.
