Mostly because you signed an agreement that said you would not do this. But also, because quantity purchased is sometimes not really specific. Unlimited does not really mean unlimited. In the US, they tend to limit speed, not so much total transfer bytes. Even with no transfer caps in place, ISPs price service based on what a typical household consumes.
