Instead of downloading the next RPM to be installed while the previous one is being installed with a potential delay if the second download beats the installation of the previous RPM.
Wouldn't that speed up updates a lot ?

Just a guess, but the install process is pretty hard drive and resource intensive. It may just be the ounce of safety that is worth the pound of cure.
