Uhm..................Not sure that is correct. Spain being in a parallel universe may work that way but I doubt it. All the signals are present all the time. Each is on it's own frequency [ channel ]. The decoder box just tunes in the appropriate frequency that you want. Over the air, cable, satellite all work this way.
I think you'll find that digital on-demand systems don't work like that at all. They work as Carlos described. The user initiates a stream at a time of their choosing for the programme of their choosing, and it is sent to them specifically. I suspect the service Carlos is describing is Movistar+
