Question? If you run SuSEconfig it reads scripts in /sbin/conf.d which reads the contents of scripts in /etc/suseconfig. The files in /etc/suseconfig supply variables for /sbin/conf.d/SuSEconfig.script. Problem is, it seems in the passed that more scripts were available. Therefore things like the /etc/suseconfig could supply more variables. - like apache2.
