My keyboard have only 12 function keys, so only 12 desktops are easily accessible. That's the reason why I limit myself to 12 desktops ;-)
So it's likely that your manual additions are not having any effect, possibly because the file in which you put them is no longer the one used.
Yeah. It turns out that this configuration option has moved into the kwin section in ~/.kde4/share/config/kglobalshortcutsrc :-/ And the format has changed also :-/
In any event, why don't you use the KDE Control Center to set these options?
