Might not be pertinent to this discussion, but you can actually build the initrd the way you want, before the first boot. Stop the process at the end, swap to a console and do what you need to do.
And configuring dracut is incorrect. YaST must provide a system that boots the first time after installation, it must do the correct dracut configuration itself.
