You misunderstand.
It was a problem when there were 4 server defined in my config and 3 or 4 failed (and of course not every day). It is not a problem if I define 20 and 4 fail. Even if 15 fail.
Defining 20 pool servers is a solution to an actual problem I detected.
I meant - there are 22 servers under es.pool.ntp.org.
