I'm running Xfce and Gnome and have a consistently working german keyboard layout. Also using 15.2 and TW on those two machines. I also never had such an issue before. So it sounds like a combination of ibus and KDE which is the issue and not Zoom?
It changed my keyboard layout from Czech to English as well, but as I use only Czech layout, I set Czech in ibus and this seems to be working well (15.2 and TW).
