As you don't mention what DE you use I just tell you how you would do it in GNOME: Control Center / Keyboard and then the tab 'Mouse Keys'
Enable it and you're all set.

I use KDE 4.2 and there is a similar option there too, but for some reason it does not seem to work. It could be a possible bug, perhaps someone else could confirm this.
