Actually, that's not necessary. You can always become root for the purpose of exercising privileged operations and then go back to being a "regular" user to carry out everyday tasks.
E.g.:
su root -c 'ionice -c 3 su nonRootUser -c "ultimate command"'
Or, if you're already root:
ionice -c 3 su nonRootUser -c "ultimate command"
