Yes, that is true. I downloaded it (the 300 MB version) and installed it. The "key" turns out to be just a text file you put in your home directory.
However, if you'll notice on the download page you indicated, the size of the open edition download is now 90.7 MB. 2 days ago, the size was over 300 MB. That's quite a difference. Also, if you go to the page http://www.borland.com/kylix/open/index.html you will see a button labeled "Trial Version" on the right side of the page. Click on this and it takes you to the same URL you indicated below.
My only point was that something had changed rather drastically. Maybe the trial version gives you the option to download the full version elsewhere.
