Probably both. But, I have seen how when the "community" has the code it needs to write good drivers, they can do so in good time.
I have one of older ATI chipsets (X200) and I can't use proprietary drivers as they either don't support those chipsets (newer versions), or don't compile with new kernel (older versions). The "in no time" version (opensource,radeon) is buggy and needs workaround to boot computer.
The os version is the best that can be done when you don't have all the info. needed to write a good driver(s). ATI/AMD hasn't released the code needed to write good drivers, so the "community" can't be blamed.
