It says that adherence and use of such fields are *optional* -- meaning they are not required in order to be standards compliant. The fact that this list lists the contact point for this list doesn't mean any email agent is required to use it. Until that time, I suggest you install perl-doc (5.16 or 5.18). That should solve your problem on providing a manpage for pdf2man.
