Linux: Look at chapter 15 (Examples of use of loadkeys and xmodmap) of the "The Linux keyboard and console HOWTO". DOS: There must be plenty of various TSR (Terminate and Stay Resident) programs for keyboard re-mapping in MS-DOS on the Web. Try to search for them or ask in a MS-DOS related conference.
