In a school I agree. In a normal corp env, no. The 2011 data is 80% of breaches are conducted by external parties. (See the verizon breach report. It's the best report on breaches there is and it's free). Fyi: a breach is defined to be an event where confidential data gets out of the corp network. Btw: the 2012 report came out a week ago.
