Easier said than done. Leasing tower space, obtaining right-of-entry, FCC licensing and permits, etc. Studies would have to be done to identify interference problems, jurisdictional overlaps, threats to endangered species, effects on carbon footprints, and such. It would be a nightmare.

Your country allows television stations to be created and operated without any governmental oversight? What if your frequencies interfere with other areas? Can you, as a amateur radio operator, operate at any frequency and power?
