In nations with non-latin alphabet (e.g. greek, russian), keyboards have two sets of symbols for the alphabet: one for the latin alphabet (default american layout, I believe) and another for the national one. One could say that the layout comprising of the latin alphabet and other symbols of those keyboards is the latin layout.
