Yes, an open-sourced CPU design would be great. Perhaps Sun's SPARC could be used as a starting point? I believe they open-sourced it before they were subsumed by Oracle.
But this is a company that is very happy to litigate, so nobody wanted to risk it. At least, this is what one of the recent articles I read said. There is the OpenRisc Project ( https://openrisc.io/) .
