Be careful with using "cp *" as it will not work without the correct switches set. You might also look into using rsync to do the copy process as it works quite well.
Here's the string I use, after mounting the new, smaller drive, or one of its partitions at /mnt. As root, from the top of the old installation, do find ./* -xdev | cpio -pdv /mnt.
