I *think* he means that he's one of the people who shuts down and restarts his desktop every day or perhaps more than once a day, but the server (under the desk in my case, in the "computer room" for many others) is not shut down/restarted with any regularly; in fact the whole point of the server is uninterrupted operation..
And it is on the server that the accumulation of /tmp "debris" is likely to be at its most pernicious.
I have a few servers running 13.1, even one or two on 13.2 - I don't see /tmp filling up.
