LOCAL is localhost, GENERIC is DCF77, the two ip-addresses are a stratum 0 and a stratum 1 server respectively.
Perhaps it gets a chance to change when the system is on all the time. A laptop or otherwise non-stationary system tends to be on and off all the time. Perhaps ntp never gets a chance to re-check for a better server. I will try leaving my laptop on over night to see if it gets the time correct.
