Yes, that's intentional.
The only method to change the permissions is to change them at mount time, or editing the fstab file. By default files belong to the user that mounted it.
For instance:
/dev/hda1 /windows/C vfat noauto,users,gid=users,fmask=0117,dmask=0007,iocharset=iso8859-1,codepage=437 0 0
You can find more options in the mount manual.
