Yes, lsb 4 is too old and we can no longer be compliant, see http://lizards.opensuse.org/2014/08/25/lsb-best-effort/ .
Thus providing an lsb package on the installation media would be misleading as people might imply that the distribution is LSB compliant, which it is not.
We do not know which parts of LSB the Google-* packages require, thus they may install but be broken or may work.

Robert I have lsb-4.0-27.1 from Factory installed on openSUSE 13.2 B1 currently to get Google Chrome to install with out complaining. Chrome requires lsb 4.0 or higher. I was able to install and use it initially by breaking the lsb dependency.
