[opensuse] Leap 15.0: how to get the penguin boot screen

I followed the steps at https://en.opensuse.org/SDB:Animated_penguin_GRUB_splash_screen (first it was necessary to install gfxboot which wasn't installed at installation), and verified that /boot/message does indeed show "penguin=100". Clearly, there is something I still need to do that isn't mentioned in that URL, because I still see the default boot screen.
