In dolphin, press F11 and you'll get a panel on the side.
There are fields tags' and 'comments' where you are prompted to add. Click on them and popup appears where you can enter as appropriate.

It doesn't stick around. The tags are not associated with the file. You can't search by tags.
If, perhaps, you are talking about the exif information embedded inside jpeg files, that is quite another matter and nothing to do with this.
Getting dolphin to display exif information is a separate issue. it is not what I'm asking about.
For the record, this is working for me on 13.2. (Using your method) I can click the star ratings, and they stay. I can click comments, add a comment, and it stays. I can Add tags as well. In Dolphin, I can click the "Find" Binoculars from the tool bar, Select Content, From Anywhere, and a Number of stars radio button, and I will get an instant list of only those files/folders with stars checked. (All of this is on my own machine's filesystem, no NAS or anything like that involved.
