This is one situation where an ISP should keep the services separate, with the Internet access operated as a utility with email a service that's carried over the access. In this instance, as an email provider, they can enable TLS or not. As an ISP, they're not to tamper with anything passing over their network. Keep the 2 functions isolated. We have an issue in Canada, again with content vs carrier. Bell Canada is a major ISP and also owns TV stations, among other things. They were recently told by the government that they could not favour their own video streaming service over competitors. What they had planned to do was not have their service count against a customer's usage, but would if a competing service was used.
