For what it's worth, I've seen the same thing happen on non-Linux OSes. Flip the software switch to turn off the WiFi and that's it... it's off until the laptop is restarted, and no amount of fiddling in the software will get the WiFi to restart. Note this is not every time... just sometimes... on some hardware...
