Correction, it's Partition Magic. I found it and will be able to resize the NTFS partition with it.

I tried with the parted included with the System Rescue CD and it didn't want to work with NTFS. The parted in OpenSUSE will work with it, but it sees the full size of the partition I created, not the size of the actual usable area, as copied from the old disk.
