The change has to be done (depending on S.u.S.E. Linux version) in /etc/profile or/and /sbin/SuSEconfig or/and /opt/kde/bin/startkde Versions of S.u.S.E. Linux > 5.3 will have it set in the new way. Also since this version there's an additional package qtcompat. It contains several include files which were contained in package qtdevel up to version 1.33 but are obsolete since 1.4. If you encounter problems compiling older QT programs, you should try if they compile well if qtcompat is installed.
