There is a caveat. You can get the package from there, but if you also added the packman repo, it is better you don't keep both repos, there are conflicts. So one possibility is to enable the vlc repo, install just that single package, then disable the repo. Or download the package and install it separately.
Or you can use this other repo: <http://opensuse-guide.org/repo/openSUSE_Leap_15.2> that only has this single package :-) I am getting an error attempting to open that link as follows: "Forbidden you don't have permission to access this resource."
